1. Question:

Before preparing the minutes of a council meeting, what should you ensure first?

Answer:

I would first ensure that the meeting notice was properly circulated in time. This confirms that the meeting was legally convened, which makes the minutes valid.


2. Question:

If 4 women can cultivate 1 acre of land in 2 days, and 2 men can cultivate 1 acre in 1 day, how many women and how many men are needed to cultivate 10 acres in 2 days?

Answer:

For women, 4 women cultivate 1 acre in 2 days. For 10 acres in the same time, the work increases 10 times, so:

4 × 10 = 40 women.

For men, 2 men cultivate 1 acre in 1 day, so in 2 days they cultivate 2 acres. To cover 10 acres:

2 acres → 2 men
10 acres → 10 men

So, 40 women or 10 men are needed.


3. Question:

When keeping attendance records, what is most important?

Answer:

It is important to ensure that each member signs personally. This provides proof of attendance and supports the validity of the meeting.


4. Question:

A meeting starts at 10:15 a.m. and lasts 2 hours 30 minutes. At what time does it end?

Answer:

Adding 2 hours to 10:15 gives 12:15 p.m., then adding 30 minutes gives 12:45 p.m.

So, the meeting ends at 12:45 p.m.


5. Question:

How would you ensure confidentiality of meeting documents?

Answer:

I would keep them in secure storage such as locked cabinets or controlled systems with limited access to authorized persons only.


6. Question:

If a clerk earns 800,000 Tsh and receives a 10% salary increase, what is the new salary?

Answer:

10% of 800,000 is 80,000. Adding that to the original salary gives:

800,000 + 80,000 = 880,000

So, the new salary is 880,000 Tsh.


7. Question:

How can you ensure that council resolutions are implemented?

Answer:

By maintaining a follow-up register with clear deadlines and responsible officers to track progress and ensure accountability.


8. Question:

When preparing a meeting schedule, who do you coordinate with?

Answer:

I coordinate mainly with the Committee Chairpersons to align schedules with their availability and priorities.


9. Question:

What is 15% of 200?

Answer:

10% of 200 is 20, and 5% is 10.

20 + 10 = 30

So, 15% of 200 is 30.


10. Question:

What does the Public Service Code of Conduct require from you as an officer?

Answer:

It requires me to maintain political neutrality and act professionally in serving the public.


11. Question:

A budget was 1,000,000 Tsh but actual spending was 1,200,000 Tsh. What percentage was overspent?

Answer:

The increase is 200,000.

200,000 ÷ 1,000,000 = 0.2 = 20%

So, the budget was overspent by 20%.


12. Question:

Under whose supervision do Local Government Authorities operate in Tanzania?

Answer:

They operate under the President’s Office – Regional Administration and Local Government (PO-RALG).


13. Question:

What is a council resolution?

Answer:

It is a decision that has been formally passed by majority vote and recorded in the official minutes.


14. Question:

If signed minutes are misplaced, what should you do?

Answer:

I would immediately report to the Director and arrange for re-signing by the Chairperson to maintain proper records.


15. Question:

How do you handle an amendment to a motion during a meeting?

Answer:

I record the amendment and follow the Chairperson’s guidance on how it should be handled.


16. Question:

What is Artificial Intelligence and how can it be used in public service?

Answer:

Artificial Intelligence refers to systems that can perform tasks that normally require human intelligence, such as analyzing data or automating processes. In public service, it can be used to improve efficiency, such as managing records or responding to citizen inquiries.


17. Question:

Which knowledge area is most important for a Committee Clerk?

Answer:

Standing Orders and meeting procedures, because they guide how meetings are conducted and recorded.


18. Question:

What is the risk of delaying preparation of minutes?

Answer:

There is a risk of inaccuracies due to forgetting important details from the meeting.


19. Question:

Which communication skill is most important for a Committee Clerk?

Answer:

Listening attentively, because it helps in capturing accurate information during meetings.

What guides the order of business in meetings?

Answer:

The approved agenda guides the order of business. An agenda is a formal list of items to be discussed during the meeting, arranged in a specific order. It usually includes items like confirmation of previous minutes, matters arising, new business, and any other business. It ensures the meeting is organized, focused, and follows proper procedure, preventing confusion or skipping important issues.


21. Question:

What is an example of integrity in public service?

Answer:

Declining a personal gift related to my duties, to avoid conflict of interest. Integrity means acting honestly and putting public interest first, so refusing such benefits helps maintain fairness and public trust.


22. Question:

If a member becomes disorderly during a meeting, what do you do?

Answer:

I record the situation and wait for the Chairperson to take action, since maintaining order is the Chair’s responsibility.


23. Question:

What promotes transparency in local governance?

Answer:

Providing open access to council records where allowed, to ensure accountability.


24. Question:

What is the main purpose of taking minutes?

Answer:

To provide an official and legal record of decisions made during the meeting.


25. Question:

What reflects logical decision-making in meetings?

Answer:

Using facts and evidence to support conclusions rather than emotions or personal interests.


26. Question:

Before closing a council meeting, what should be confirmed?

Answer:

It should be confirmed that quorum still exists, so that all decisions made remain valid. Quorum is the minimum number of members required for the meeting to be valid. Confirming it at the end ensures that all decisions made during the meeting remain legally valid and properly constituted.


27. Question:

In what tense and style should final minutes be written?

Answer:

They should be written in third-person past tense to reflect completed proceedings objectively. This is because minutes record actions that have already taken place, and using third person maintains objectivity and a formal tone without personal bias.


28. Question:

When is your impartiality as a Committee Clerk most tested?

Answer:

It is most tested when disputes arise during discussions. In such situations, I must remain neutral and focus only on recording facts and decisions without taking sides, to maintain fairness and the credibility of the records.


29. Question:

How should meeting documents be arranged in a file?

Answer:

They should follow the order: Notice, Agenda, Minutes, and then Reports, to reflect the flow of the meeting.


30. Question:

Which law mainly governs Local Government Authorities in Tanzania?

Answer:

The Local Government (District Authorities) Act, 2023 governs their operations.
