Under what circumstances can a Court consider a person not a competent witness.



The circumstances under which a Court can consider a person not a competent witness are governed by section 127(1) of the Evidence Act. these are 

1). Where the person can not understand the question put to him; and 

2). Such person can not give rational answers to the questions put to him.
